According to the Phase out of CST infour Steps (i.e. from 2 to 1 percent with effect from April 1,2009) is applicable nor any special Notification is to be amended?

No there is no notification to the effect and until that 2% has to be followed. There is no reduction on the basis of proposed date 1-4-2009.
