Pf coverage under new rules.

Recently the ceiling for PF contribution has raised from 6500 to 15000.
I want to know the 15000 ceiling consists of Just the basic salary or the gross salary which is including All other allowances. can anyone provide me the link so that I can convince my manager.

It consists of Basic + DA.

basis salary and part of DA if company take it as basis salary.
