The expenses in the nature of PERSONAL character are personal expenses. Cigarette expenses, bye pass surgery expenses of proprietor etc.

Whereas the expenses on PERSONNEL like time office, administration dept, Now a days HR dept shall be regarded to be PERSONNEL expenses.
