Yes. Black pen can be used.

Yes agree with expert, you can use black point in exams, however i do not recommend to use only black pen for writing heading & blue pen for writing answers. Even though it doesnt amount unfair practice but this might catch attention of invigilator.
You can underline answers using blue pen to highlight it.
