No he cannot become a partner in CA firm.

sir there is a view that some professionals are permissible to be partners in a ca firm like engineers, mba graduates, actuaries, etc.

Yes a non CA can become partner in a ca firm, there no boundation as such. But its better not to show him as an active partner.
