Under sole proprietorship concern, is it possible to operate two or more office but in different states under GST?

Yes but you have to take registration in all states

Yes, it is very much possible. But, the imported items could be sold from the present location itself by charging IGST. You should not take the registration unless you are going to stock the goods and other states
