Notice received from service tax dept. under sec. 66b and 68

I got my company Service tax registration no. on 25/06/2013 and filed service tax returns in time .
few days back , i got notice from service tax dept. for "Non payment of Service Tax and non filing of ST-3 returns-reg for F.Y.2012-13.
How it is possible , since i got ST registration on 25/06/2013. and my company was formed on oct,2013 . Gross receipt for F.Y. 12-13 was just 6.25 lacs.
How to reply this department notice issued under section 66B and 68.
