Notice on non filers

Dear Sir,
I have received a notice from Dy. Director of Income Tax, (Intelligence & Criminal Investigation), Unit 1(1) - Mumbai from Earnest House, Nariman Point Mumbai.
As per the said notice it states that if you have not file the return then please file or if already filed the send the details to a Mobile no (Mobile No is given in the notice - Ends with 5566).
My query is, is this notice genuine.
