Non filing of return whether attracts penalty

If TDS cut on employees salary has been paid but return has not been filed for F.Y. 2011-12.If we upload the return now then will it attract penalty? since the penalty was introduced only last year??

u./s 234E from due date of return to filling date it will attract Rs. 200 per day penalty.
