Non filing of annual accounts

If a Pvt Ltd Company, which is not doing any operation and directors want to liquidate(or sell) it, has not filed annual accounts with ROC for the last 7 years, then can it file accounts for the current year only. If yes would it be saved from additional fees??

No. Returns for all the pending years has to be filed necessarily.
