New business of renting laptops

An individual wants to start a new business of renting out laptops (only in Mumbai city). Please inform the service tax implications to him. Whether he is required to obtain Service Tax Number? Whether Service tax has to be charged from all customers or is there any turnover limit for applicability of service tax?

If rent amount exceed Rs.9 lacs during the financial year then service tax registration is mandatory.
And service tax is chargeable if rent amount exceed Rs.10 lacs during the financial year.
And service tax is chargeable if rent amount exceed Rs.10 lacs during the financial year.
