what is meant by "commercial production" in manufacturing industries?

commercial production is the status where the manufacturing industries is ready to put his products for sale in open market or to its buyers.
When any industries get to establish it takes little time to generate its products for ready to market, after trial run, trial production and these products are not upto the market standards, and don't find any customer base or commercial value, in open market, hence such products are either re-manufactured or scrapped by manufacturer.
After such initial work-out manufacturing industry gets stand to find buyers for their next production line, and starts "commercial production" which fetch commercial value in market,
