19 September 2007 TDS is deductible in the year of payment but if it is paid on or before the due date of filing ITR then it will be treated as paid in time and will be deductible in the previous year itself.
Your first query was abt MCA and ITD, these both are doing well and going with new technologies, both has some constraints like well skilled manpower in current prospect.
