Maximum time required for refund of tax by the dept.

I observed many times that though the IT return filed personally with the dept within due date, the refund arranged very early in some cases and too long a period in some cases. Why such difference and what will be the reason for a abnormal delay.
Suppose If we filed the returns with different ward and circle and got the acknowledgement (some times by mistake or for some other reason), whether the IT return gets cancelled without any information to the assessee

There may be a variety of reasons and can better be explained by the Department Officers.

The return once filed with the department does not get cancelled. It is shifted to its
respective Ward.
