is it necessary to validate the 24Q 26Q quarterly statements before sending to TRACES AUTHORISED PERSONS? (Since in my sytem, FVU of TIN-NSDL is not run )

23 January 2016 yes, it is required so to do.
the manual payment challan does contain the serial number. If it is not there, please contact the concerned bank through which you have paid the amount. They will give you e.g. 00001 or some such number
