in section 186 word "two layers of investment companies" is mentioned. what that means???

Thanks Alok sir but still i didnot understand "Company A can invest only in Company B and C through the subsidiary routes and cannot go beyond this." sentence in this article.

Is that mean a company can invest in only two subsidiaries?? and it is only subsidiary?? or wholly owned subsidiary??
