A PERSON HAS TAKEN ST 2. BUT LAST FINANCIAL YEAR HE HAS RAISED BILL ONLY 5,00,000. SO SHOULD HE LIABLE TO PAY ST IF HIS BILLING AMOUNT WILL BE LESS THAN 9,00,000.

There shall be no service tax payable for the service billing upto rs.10 lakhs which is basic exemption limit. (Assuming you dont fall under the reverse charge mechanism)
