Dear sir kindly tell me whether service tax applicable on machinery hire/rent basis how who is liable service provider or service recipient at what rate.

It is correct. Further more clarify , If the transfer of right to use of the goods is transferred than VAT is applicable as it is deemed sale which is an exclusion of definition of service as per law otherwise service tax is applicable.
