From when is the new Companies Law applicable to CA Final examinations?

Companies bill 2012 not yet passed in rajyasabha so act was not ammended yet
so november 2013 it will not be applicable
we cannot speak say abt applicability for may 2014 exams which will be depends on rajyasabha approval
