yes. you can file the return as belated u/s.139(4) before the expiry of one year from the end of the relevant assessment year. but refund may be subject to penalty for delayed filling

Individual return is related to the particular assessee, delayed return will affect the individual only.whether employer filed their etds or not wont affect the return.

WHEN MY EMPLOYER DEDUCTED MY TAX FROM MY SALARY THAT 24566/- AND I REGISTER MY PAN ON E-FILING WEB SITE AND VIEW FORM 26AS THERE WAS NO ANY TRANSACTION OF TDS UP TO 07 APR 2014 FOR AY 2013-14
SO I CAN NOT FILE MY RETURN FOR AY 2013-14 DUE TO THIS REASON

you can file the return even you are not having credit in form 26AS, but you should have proper documents to prove your employer deducted TDS by way of salary. like salary slips & salary credit statements etc.
