My client has forgot to file IT return for 2012-13. Can he file it now .. and whats the procedure as Refund is due

24 September 2015 Let him/her apply to the concerned CIT having jurisdiction over the case, for granting the permission to file the return. Once permission is received, file the return and claim the refund
