IF Labour charges is paid and TDS is deducted then is the propreitor liable to pay service tax on the same???niether the receiver nor the provider is a company registered under companies act 1956.

if job worker doesn't applied service tax then it is not liability of payer to pay service tax.
I think you are confused in reverse charge machinism. in which payer pay service tax. but it is applicable on men power supply not on job work.

The Reverse Service Charge Mechanism states that Service Tax is not payable if the Goods are Excise levible,does it means that all the goods on whom excise is not levied,they are chargeable to service tax??

goods manufacturing is not covered in service tax.
service tax is on services.
job work is when material is supplied by other and after work it is returned. So in this case only services is provided. thats why is is under service tax.
