And you can also file return with tax liability, without payment of tax.

11 November 2013 can you file? Yes. However, such a return shall be considered defective under section 139(9). Kindly refer to the explanation (aa) to 139(9):

"[(aa) the tax together with interest, if any, payable in accordance with the provisions of section 140A, has been paid on or before the date of furnishing of the return;]"
