18 April 2010 There is one file in the files section who has uploaded form itr - 4 for A. Y. 2010 - 11. Here is the link https://www.caclubindia.com/share_files/itr-4-ay-2010-11-25535.asp

Though i do not know the veracity of the file but he has uploaded the same. And also one of the software provider has informed me that software for the forms are now available. So i think the forms have been notified.
