You can file ITR of AY 2013-14 till 31.03.2015 and ITR of AY 2014-15 till 31.03.2016.

yes you can file the return both year for a y 2013-14 till 31.3.2015 and a y 2014-15 till 31.3.2016

Yes you can file the Income Tax Return for Ay 2013-14 and 2014-15 now under section 139(4),
However, for AY 2013-14 penalty of Rs. 5000 can be imposed by Assessing offices if assessee fail to explain the genuine reason for delay in filling his return of income
