Whether there is any way to file IT Return for the FY 2011-12 & 2012-13. My total income is non taxable, but I have to claim refund of Income tax only.

Apply to the concerned Commissioneer of Income tax to give you the permission to do so. If the considerable amount of refund is due, the CIT does grant the permission.

Possible to file return in paper format. Please see CBDT Circular 9/2015 dated 9-6-2015.
