I want to submit my first IT return within 25th Dec'09. So, my query is, can I submit IT return first time last two F.Y. (2007-08 & 2008-09)at a time? My income last two f.y. was less than exemption limit.
But as per IT, any person can submit their return within relevant a.y. My question is, for IT return of F.Y. 2007-08 relevant a.y. 2008-09 already over, so can I submit IT nil return for 2007-08 ?

You can file your Return of Income for both the years.
No penalty is there if there is NIL tax for A.Y. 2008-09. You can file 31 03 2008 return by 31 03 2010
You can file both the Returns at one time.
Take PAN first. Without PAN return will not be filed.

IT Dept. has given 2 years relief to those persons who really forgoted to filed their IT Returns in time...
So in your case You can file your 2 yrs returns befroe March'2010. ok if NIL no Problem about Sec.234A,B,C.
File your Return as early as possible but carefully.
