Yes you can file But with prior permission from the Commissioner Income Tax.

1)No you cannot file return unless you got any notice from department..
2)we can file by petition with CIT under section 119(2) condonation of delay but it is applicable only if you have any refund of income tax only....you cannot file return as per this if you have any tax payable or nil tax
