Is scholarship money taxable ?

I am doing PHD & getting Scholarship of Rs.16,000 + 20% HRA per Month i.e. Rs.19,200/- Per Month so Rs.2,30,400/- Per Year. Would you please advise is this exempt from Income Tax.
