Is public works department is covered under Government Entity as per gst

08 February 2022 Sir
I am Government works contractor of PWD of maharashtra.
w.e.f 01.01.2022 GST Rate is changed for works contract for
Governmental Authority & a Government Entity. Before 01.01.2022 GST
Rate was 12 % & w.e.f 01.01.2022 GST Rate is 18 %.

So I have to ask you PWD of maharashtra is covered under Government Entity as per GST ? So that i can pay correct GST . Sir please inform

But as per advance ruling no HAR/HAAR/R/2019-20/11 PWD Hariyana was declared as Govt entity . So this issue is very confusing. Sir please guide

There is very confusion regarding which government offices are
covered under Governmental Authority or a Government Entity. Even the
head of the department of Government offices like PWD , Zilla Parishad , Grampanchyat, Water Supply, M S R T C, Irrigation Divi etc are not known above their category (Governmental
Authority or a Government Entity).
Sir you how to classify the same ? Sir if any details available please reply
