Can a Indian Service Provider raise invoices on its indian counterpart in convertible foreign exchange (USD). The services are freight forwarding, i.e. export of goods/commodities through sea

There will not be any problem if you raise invoice. but there will be problem when your customer makes payment. So i recommend you not to do.

What will be the problem when customer makes payment ? He will credit amount to USD account
