what is pre- operative exp, & what's difference beetween preliminary difference

Preliminary expenses are incurred for incorporating an entity.
Legal expenses, expense for formation of company are preliminary expenses.
After incorporation, there may be a time gap before the company starts its operations.
Expenses incurred after incorporation but before the company commences its operations are pre-operative expenses.
For instance, salary paid to staff for setting up plant & machinery and all other expenses shall be pre-operative expenses.
