Interim budget is not a final budget. It is only presented in the situation when the next election will be due soon and new government will be elected. As Election are due in April 09 this year, so nobody knows about that who will be going to form new Govt.
Govt. has to present budget in the parliament at a fixed time, so in this situation interim budget will be presented by the Govt which will be changed by the new Govt.as per there policies later.
