Interest on interest on late payment of tds

Dear All
We have received a notice from Income Tax Department asking us to pay Additional Interest on TDS over and above which I have paid while making late payment of TDS. Furhter more they have charged Interest on 'Late Payment of Interest' as per Default notices servied by Them.
Kindly provide me provisions in Income Tax Act regarding payment of interest on Late Payment of TDS as well as provisions regarding Interest on 'Late Payment of Interest'rate per month
