Increase in stipend

Dear sir,
as per Rules and Regulations stipend has increased from October-Nov, 2014.but CA,s are not follow the Rules and Regulations.!!!
why???

Can you please send me the LINK where you feel that the STIPEND is increased with effect from October-Nov 2014.

It was not increased from Oct-Nov 2014. Revised rates has just been approved vide Notification dated 23.01.2015. See Notification from the link given below:
