Is it necessary to show lic premium in ITR even if the assessee has income below taxable limits?

no its not necessary its optional not mandatory....
whether income is above limit or not its just ooptional dear

Though it is not necessary it is advisable that you mention the amount in ITR as deduction u/s 80C.
