Last four years ,i am not filing income tax returns , so at this point of time i will E-filling income tax (or) not, with out penalty . Please tell me what is procedure

You can file income tax return for A.Y.15-16 now with interest and penalty 5000 may demand by AO if your total income before chapter VIA deductions exceeds basic exemption limit
You may file income tax return for A.Y.2016-17 now with out interest,
