Sir,
It is possible to deduct TDS whose income tax is not more than Rs. 5000.
It is possible to deduct TDS whose income tax is not more than Rs. 5000.

TDS dedcutible at the time of payment / credit of expenses. It is not concerned with the other persons tax liability except in case of TDS on salary in which TDS deductible at slab rates and exact TDS deductible.
