when assesse earned income by public Transport then in which head income will consider....in this sec.44AE will consider or not????????????????

"Public " is not "goods" (though, it may be treated as goods by the politicians). 44AE applies in case of goods transport. For Public Transport Section 44AD may be applied.

Public transport although not appearing in the act but the meaning is same and you are transporting goods and therefore you are very much covered under the provisions of 44AE. Kindly note the restrictions and calculate the income as per the requirement of the section
