is it mandatory for a supplier (not a supporting manufacturer) of exported product to be included as co-licensee in case of Advance authorisation?

as per para 4.12 , of HBP VOL-1, 2009-2014,
exports / supplies made from edi generated file No. for an advance licence authorisation, may be accepted towards discharge of E.O.
Shipping / supply documents (s) should be endorsed with file No. or authorisation No. to establish co-relation of exports / supplies with authorisation issued.
