import under zero custom duty-URGENT

Dear All,
Pls confirm how we import machinery @ zero custom duty.
We are going to setup a new pharma unit for that we want to import the machinery under zero custom duty.
AS for EPCG registration , THe DGFT office required the application in form 'ANF 5A' in which they required RCMC number.
I appliped for RCMC, but they are not ready to provide me the RCMC as manufacturere as I have not a drug licence.
Drug licence is provided only when i set the machinery.
I cannot set the machinery without import it.
As our unit is new & manufacturing will start after setup of machinery.
Pls guide how a new undertaking import the machinery under ZERO custom duty.
pls provide detail or also ur contact numbers.
