Please help me about this how to implement surcharge on vat, how to make invoice how to calculate please help.........

Surcharge is levied on the amount of tax. Therefore, it appears after the amount of tax. See the following example: -
Sale Price - 100
VAT @10% - 10
Surcharge @10% 1
Sale Price - 100
VAT @10% - 10
Surcharge @10% 1
