How to get tds refund

One of my client has wrongly deposited tds @ 10% instead of 2%. The amount is approx Rs. 12 Lacs. Now we want to get it back from IT dept, but there is no online utility has been inserted regarding Form 26B still passing 8 months from the notification date 19-02-2013.
Department officials are not accepting manual form, how we may get the amount back from department?

It is said by the income tax officials that the TDS CPC is working on a website option where it is possible for us to do it.
We need to wait for that option. Yesterday i got to know this. Even the amendment is possible through that link.
