I am working ina a floriculture industry our co., VAT registration is done in Tamilnadu, but purchase of fertilizer are made from bangalore they charge 4% tax which we cannot claim. So how to file the monthly vat retuns

if you are given c form then they will charge 3% tax that is your interstate purchases & set off is not available & in your state what is slabe for tax rate is important
in maharashtra if net tax liability is less than 1 lakhs six monthly return
1 to 10 lakhs quartely & above 10 lakhs monthly return should be submitted
