if the assessee has one self occupied property and his parents are living in another self occupied property so will both house property will be treated as self occupied in the hands of assessee?

No. only one self occupied house can be claimed under house property

Yes. Any one house can be taken as self occupied. The choice is left to assessee. The other house will be assumed as "deemed let out property"
