is service tax applicable on hospitals? if yes or no then why ?

Service Tax is not Applicable on hospitals as these are not included in section 65 of The Finance Act.The Govt has kept Hospitals outside the purview of Taxablity

There is service tax on hospitals since in India we follow specific services taxability method and hospitals are not included in the list of taxable services.
