If TCI EXPRESS charges GST @ 18% in their freight amount should we take ITC of this 18% and also pay GST @ 5% under RCM ?

Take ITC at 18% and no need to pay 5% under RCM.

RCM is applicable only when GST not levied so, as Mr Seetharaman said, no need to pay 5% under RCM
