Is GSTR4 filing are start for composition dealer because in GST site form are not show ?? How can I pay GST Tax now?? if I pay Tax latter is there any penalty for the same ????

Yes.... I agreed with CA Rashmi Gandhi.,
GSTR 4 form not available in our dashboard. Also date is extended to 15th November.
But, Payment date is 18th October. Pay your liability on or before 18th October* .
Just you ll calculate your total tax amount And pay it with Challan.....
