how to file gstr1 retrun if there is no quantity mainatined for sales

No need to give details in GSTR-1.Its not compulsory to maintain.

but Ma'm when i fill the column of Hsn wise summary it is showing u r mandatorily required to give quantity details

Its not compulsory to give HSN wise summary. But if you want to give details then you have to mention quantity.
