need to file with late fees.

Nikhil Sir as per notification No 8/2025 dt 23.01.2025, no late fee required to file GSTR 9 from the year 2017-2018 to 2022-2023

please read the notification once again and do tell me if it really includes waiver for GSTR-9 or just 9C?
